For several years, beneficiaries of Interreg programs, primarily from the NGO sector, have been reporting cash flow problems in project implementation and the need for advance payments. The Ministry of Development Funds and Regional Policy aims to support beneficiaries from the NGO sector in Interreg programs and ensure the smooth implementation of projects under the Small Project Fund.

The Minister responsible for regional development has funds for financial support under Article 202, Section 6 of the Public Finance Act. Due to the limited budget (approximately EUR 7 million), support is directed to Polish beneficiaries from the NGO sector in all Interreg programs and to Polish SPF beneficiaries in Interreg programs not managed by Poland.

The essence of financial support is the transfer of funds (in EUR) to cover eligible expenses in Interreg projects, in the portion corresponding to the European Regional Development Fund (ERDF) funding. The financial support granted is determined as a percentage of the beneficiary's planned ERDF funding for the project.

Financial support is repayable, meaning that after receiving a refund from the ERDF under an Interreg project, the beneficiary repays the support. The support is interest-free and constitutes de minimis aid.

Applications for financial support, signed with a qualified electronic signature, should be submitted electronically to the following address: Ministry of Development Funds and Regional Policy:
