The aim of the Neighborhood Program Poland - Belarus - Ukraine INTERREG IIIA / TACIS CBC 2004-2006 was to support cross-border cooperation on the eastern border of Poland, which is also the external border of the European Union (EU).

Poland - 8 subregions corresponding to NUTS III ( Nomenclature of territorial units for statistics), i.e. the territorial division of EU countries at the level of subregions (in Poland they most often coincide with the "old" voivodships): Białystok-Suwałki , Łomżyński (Podlaskie Voivodeship), Bialskopodlaski, Chełmsko-Zamojski, Lubelski (Lubelskie Voivodeship) Rzeszów-Tarnobrzeski, Krośnieńsko-Przemyśl (Podkarpackie Voivodeship), Ostrołęcko-Siedlecki (part of the Mazowieckie Voivodeship).

Belarus - Grodno and Brest Oblasts and the western part of Minsk Oblast.

Ukraine - 3 oblasts: Volyn, Lviv and Zakarpattia.

Program budget

The Neighborhood Program Poland - Belarus - Ukraine INTERREG IIIA / TACIS CBC was co-financed from two budget lines: on the Polish side from the European Regional Development Fund (ERDF), and on the Belarusian and Ukrainian side from the funds of TACIS CBC (Community aid program for the former republics Soviet and Mongolia - with the exception of Lithuania, Latvia and Estonia).

In the years 2004-2006, Poland allocated EUR 37.8 million from the ERDF funds to the Poland-Belarus-Ukraine Neighborhood Program. The total allocation of TACIS CBC for Belarus and Ukraine in the same period reached EUR 8.0 million.

Polish partners could obtain funding from the European Regional Development Fund in the amount of up to 75% of the eligible costs of the project. ERDF funds are transferred in the form of reimbursement.

Program priorities and activities

Priorytet 1: Wzrost konkurencyjności regionów przygranicznych poprzez modernizację i rozbudowę infrastruktury transgranicznej

Działanie 1.1: Modernizacja i rozbudowa istniejących systemów transportowych w celu poprawy dostępności regionu;

Działanie 1.2: Rozwój wspólnego transgranicznego systemu ochrony środowiska naturalnego;

Działanie 1.3: Rozwój infrastruktury okołobiznesowej i turystyki.

Priorytet 2: Rozwój kapitału ludzkiego i instytucjonalnych form współpracy transgranicznej oraz poprawa bezpieczeństwa na granicach Unii Europejskiej

Działanie 2.1: Wzmocnienie instytucjonalnej współpracy transgranicznej oraz podniesienie jakości kapitału ludzkiego;

Działanie 2.2: Wspieranie inicjatyw społeczności lokalnych.

Priorytet 3: Pomoc techniczna

Działanie 3.1: Zarządzanie, wdrażanie oraz kontrola;

Działanie 3.2: Ewaluacja i promocja programu.

Potential beneficiaries

The beneficiaries of the Poland-Belarus-Ukraine Neighborhood Program could be local government units and their unions, social and economic partners, educational and cultural institutions, non-governmental organizations, etc.

Program management

The Managing Structures of the Poland-Belarus-Ukraine INTERREG IIIA / TACIS CBC Neighborhood Program were located on the Polish side. The Carpathian Euroregion was responsible for the implementation of micro-projects under Measure 2.2: Supporting the initiatives of local communities.
