ISO 9001 in the self-government administration of Eastern Poland

The project "ISO 9001 in self-government administration of Eastern Poland" was addressed to local and regional self-government units, voivodships of Eastern Poland. The quality management system ISO 9001 has long been a European standard. Therefore, the implementation of this standard is very popular among Polish state institutions and private enterprises. The ISO 9001 standard confirms the high quality of services provided in the office.

Efficient organization of work in the office, stability of solutions and procedures results in the proper fulfillment of the applicant's expectations. Under the project, support was provided to 42 units from the following voivodeships: Warmińsko-Mazurskie, Podlaskie, Lubelskie and Podkarpackie.

The project was implemented from April 1, 2009 to October 30, 2010 under the supervision of the Ministry of the Interior and Administration. The project leader was the Niemen Euroregion, and the Partners - the Euroregion Bug Association and the Carpathian Euroregion Poland Association.

In order to be able to implement the ISO 9001 Standard, each administrative unit had to meet a number of criteria. Therefore, within the framework of the project "ISO 9001 in self-government administration in Eastern Poland" specialized training sessions and advisory meetings for employees of offices were held.

The project was inaugurated by a meeting for the Top Management of Local Government Units, which took place on 07.07.2009 in Rzeszów, during which the scheme of the project implementation was outlined and the benefits of introducing the Standard 9001 for the office. In September and October 2009 as part of the project Trainings for Pilot Blocks I and II took place. The trainings were attended by representatives selected by offices, who were to deal closely with the implementation of ISO 9001 in local government units. The training covered 72 people in Block I, and 40 people in Block II.

From 13 to 16 October, the Plenipotentiary Training took place. The management of each office selected one person to perform the duties of the Quality Management Representative. At the beginning of February 2010, consultancy for the staff designing the management system began in local government units covered by the support. The offices could count on the help of an experienced consultant who supported the Units in designing system documentation and applying it in practice. Each organization that has an implemented quality management system should have a group of qualified Internal Auditors who will be responsible for conducting audits in organizations, which is why the project included Training of Internal Auditors.

In March 2010, 44 people participated in these trainings and, after passing the exam, were authorized to conduct internal audits in the offices where they are employed. In order for the quality management system to function effectively, it is important to familiarize the employees of the entire Office with the ISO 9001 standard. In March 2010, Employee Training was carried out in all Local Government Units participating in the project. 242 people participated in the Employee Training. The project also provides for Trainings for Lead Auditors, which took place from 10 to 14 May 2010. After completing the training and obtaining a certificate, the Lead Auditor has the option to conduct External Audits in units other than the home office.

In addition to training and consulting for the implementation of the ISO management system, an equally important project activity was the implementation of an integrated IT system supporting the management of local government units based on ISO standards. The IT system makes it possible to move away from the paper-based documentation of the quality management system in favor of fully electronic management of the office. After the implementation of the Quality Management System was properly documented, the authorities underwent the Certification process by an independent certification body, i.e. PIHZ Certification, based in Gdynia.

Twelve offices from the territory of the Podkarpackie Voivodeship, after a successful Podkarpackie certification process, obtained the prestigious ISO 9001 Certificate. On October 26, 2010, a conference ending the project was held, during which the certificates were officially handed over. The meeting was attended by representatives of all local government units (voits, mayors, starosts) participating in the project, Vice President of the Certification Company PIHZ Certification Mr. Artur Szwoch and the Management Board of the Carpathian Euroregion Poland Association.
